Why my domain not work?

I buy your server with domain: milabelki.com. I don't know what I must to do that it work. I have get e-mail from you where write:

"Your first steps should be:
1) Configure nameserver (bind) in the VPS
2) Create the two name servers at your registrar
3) Point your domain at them"

... but where I to do it???

Log into the website where you payed for your domain, it will have a control panel which allows you to do these steps.
