Hello,
I have always had problems with hotmail sending emails from my VPSes direct to Junk Folder, even with Reverse DNS of my IPs correctly configured.
About 1 or 2 weeks ago CPanel added the function called Email Authentication which allows you to set the SPF record and DomainKeys.
I have enabled it and waited 24 hours for the DNS propagation. Now me and my clients can send emails to hotmail directly to inbox folder.
I don't know if it will work for you but it worked to me and at least 5 domains that i tested.
Just wanted to share this since i have seen that a lot of people here have this kind of problems.
