Minimizing downtime on moving sites

There used to be a great article on here about minimizing downtime of a site when you move it by reducing TTL and forwarding the IP.
Anyone still got that as it seems to have disappeared.

I use Cloudflare and one of the benefits of that service is 0 downtime for propagation because there is none.
