cPanel file manager wont delete files

Hello,

I've run into an odd problem with cPanel. It seems both File Manager and Legacy File Manager will not delete files for a new account. When viewing the folder tree in File Manager, it shows it as deleted after clicking "delete" from the menu but after a page refresh it shows up again because the folder is never actually deleted.

Anyone ever experience anything like this? It's rather frustrating. I could delete via FTP but I don't like to leave things broken. I haven't touched any config files or anything, so nothing should have broke.
 
nm i think i found the problem, i copied over a folder from one user to the other without changing ownership perms.

I am a linux command n00b, which could be dangerous, but what is the proper command to copy a folder from point a to point b and also changing permissions at the same time from user a to user b?
